Conditional Formatting Icons required above 100%

Good Morning!

 

I have a Matrix showing Actual VS BOD %.

 

I am able to add conditional Formatting using rules/percent based on field ACT VS BOD VAR

 

When I load the defaulted rules to view; the icons don't reflect the ACT VS BOD % amount.  

 

For example ; 4010 consumables = Actual = -231,127; Budget = -114,631 = Act vs BOD % 201%; however the icon is showing between 33 & 67 percent.

 

First question is percent of what?

 

I am trying to create a set of rules:

90-110% Green

75-90% Yellow

<75 Red

110 - 125% Yellow

>125% Red

 

I can't set the percentage over 100%.  I get an error icon stating check your rule.

Why are you not setting it on Act vs BOD%, there you can use absolute value.
