Clustered Bar chart 100%

Ihave a chart that has both Internal and External FTE's %. I want both to equal to a total of 100% but seperately. Instead they both combined equal to 100%. How do I get the result I want? Thanks in advance!

Create a measure like

 

divide([Measure], calculate([Measure], filter(allselected(Table), Table[fte] = max(Table[fte]) ) ) )

I have never written a measure so I am a bit confused on where to put what
