Calculate data in 2 table with no relationship

Hi all,

Please help to advice, how to get blue area = red area/ green line

Assuming you want to achlieve this in Power BI with DAX. 
I would suggest to unpivot the yellow area and green area into two diffierent tables in Power Query and load them into power bi. Then create a matrix visual in power bi to achieve the desired result.
