Are my licenses being used?

We have a limited number of Power BI licenses are nearing a decision point of whether we need to buy more licenses or not. Before making that decision, I wanted to see if there was a way to see if all my old licenses are actually being used? I have them allocated to users, but I have a feeling several users are not actually using it. 

 

Is there a way for me to see that information?

Administer Office 365 and Intune, Create Users and Groups in Office 365, License and user management

View account license and service details with Office 365 PowerShell

Get Office 365 users with a specific license type via Powershell
