Here is what I have:

I want to create a measure to pull a specific 'Action' row based on the date being max, min or in between (med).

you slice by date and use simple
MAX, MIN, AVERAGE to get the desired date
In order to get the Action for example
Action of Min. Date =
CALCULATE (
SELECTEDVALUE ( TableName[Action] ),
TableName[Date Sarted] = MIN ( TableName[Date Sarted] )
)
