Country / Region Split - both results in one table

I have data like in picture. I need to calculate measure that shows KPI result in table.
The catch is, I need results per Country and Region but when Region slicer is used, results for this Region and whole related country are showed. 

So for example: User not touched Country Slicer but selected "Region A" in Region Slicer - I need to see in table two results: 
- Region KPI = 1 
- Country KPI = 6 (1+2+3) 
Is it possible to be done? I manged to achieve such result with "ALL", but both Country and Region slicers must be used. Thinking if I can achieve with only Region slicer used.

You can  try below measure.

Measure = 
CALCULATE(
    SUM('Table'[KPI Result]),
    FILTER(
        ALL('Table'[Region]),
        OR(
            NOT ISINSCOPE('Table'[Region]),
            'Table'[Region] IN VALUES('Table'[Region])
        )
    )
)

#Pic1 - Don't select the region slicer.
