Conditional Column

Please I would like to develop a conditional column with the following rule: If Today Vs Due Day is equal or greater than 0, the result should be "On Time", but if Today Vs Due Day is less than 0 and the Code is #Q the result should be "Observed", and if Today Vs Due Day is less than 0 and the Code is blank or other value, the result should be "Delayed". Any help. Thank you.
