We have created and shared a report with 6 users (all with pro licenses applied individually) via an iframe in Dynamics. All users have permission to access the dataset that drives this report.
Of these 6 users, 4 are able to access the report as expected. When the other 2 users attempt to access the report in Dynamics they are prompted to sign in, this takes them to the Power BI site (app.powerbi.com) where they are shown the following pop-up:
These 2 users are unable to access the report either directly or through Dynamics. 1 of these users has activated a free trial and is able to view the report as intended now. We've checked this users account in the Office admin site and cannot see any changes.
The user accounts in the Office admin site of each of the users has been compared and looks to be identical.
Is there something that could be causing the users to be prompted to upgrade when a license is already applied?
