Unable to select [underlying data] when exporting data on Power BI website

As the title suggests, when you select to export data from the table of the report uploaded to the web, you cannot select it because "underlying data" is disabled.
If anyone knows how to deal with it, please let me know.

 

[environment]

  • License type : Pro
  • Admin Portal : Accessible
  • Repor create available
  • report upload available
  • Microsoft Power BI Desktop Version : 2.109.844.0 64bit 2022/09

 

[What I tried]

 

- Power BI Desktop
   - Create report in Power BI Desktop
   - Create one model by referencing a table with ODBC
   - Since there is no key, select the model and specify one column from the key column in the property
   - Arrange a "table" from the report visualization. Add text column from model to table
   - File -> Options and Settings -> Options -> Current File - Report Settings -> Export Data -> "Data with Current Layout, Summarized Data, Basic Data from Service or Report Server Allow end users to export."
   - save as pbix file


- Power BI website
   - Create workspace
   - Upload the previous file from New, File Upload
   - Open the settings of the uploaded report and select "Summary data, current layout data, underlying data" from "Export data" and save.


- Management portal
   - Tenant settings
      - Export and share settings
         - Export to Excel: Enabled: Entire Org
         - Export to Csv : Enable : Entire Org


- Update app
   - Add the report you just created from the content
   - Add target audience
      - Check "Allow users to share datasets with the intended users of this app"
      - Check "Allow users to build content using datasets for this app's target audience"

In the case where all the setting parameters are turned on, it is necessary to consider whether there is a problem with the data itself. You can refer to some restrictions in the documentation below.

I've seen that link, but I'm not sure which one is the cause.
I think the data is probably also a problem, but I still don't know what kind of data can or can't be output.

 

Correspondence to the condition of the link destination is as follows.

 

Export using Underlying data won't work if:

  • the version is older than 2016.
    -> Power BI Desktop Version : 2.109.844.0 64bit 2022/09
  • the tables in the model don't have a unique key.
    -> I tried setting the key column from the property in the model in Power BI Desktop
  • an administrator or report designer has disabled this feature.
    -> I don't know where the "Underlying data" setting is, but I didn't change it
  • you enable the Show items with no data option for the visualization Power BI is exporting.
    -> I haven't enabled that setting in the report's column settings in Power BI Desktop


I did some research and found the following differences:
All of the following are the results of uploading pbix files created with Power BI Desktop.

 

  • Excel file dataset -> 〇 Can be exported with "Underlying data"
  • ODBC data set -> × Unable to export with "Underlying data"
  • SQL Server Dataset -> × Unable to export with "Underlying Data"

Is there anything that changes whether export is possible or not depending on the difference in the above dataset?
