Two audiences on App, but some people in 2nd audience don't have access

Hi,

I have a problem with the access control.

I have multiple reports in a Dashboard, where I have built an app with all of the reports. 

One of the reports is confidential and should only be available for a few people, therefore, I added a second audience where this report is invisible. 

There are 10 people with Restricted access:

These 10 people has access through both being added directly to the workspace: 

There are 30 people with General access. These are given access by being added to our AD as a group. I added the group at viewers in addition to the people already in the Workplace.

About 10 people from the General access are missing access to the reports or had access and are loosing it now and then.

The rest had no problems. 

To solve it, I created two separate workspaces, where one is for the Restricted and one is for General. Then I had no problems with the access. But, this also means that I need to manage multiple Workspaces, which I would like to avoid.

Is this a bug from PBI's side?

The error message is this:

It says:

Permission needed

You cannot see the content of this report because you don't have access to the dataset. Contact the ower of the dataset.

And another one, with the same permission got:

Sorry, we can't find the app. The object may have been deleted, or you don't have permission to see it

 What is the error message that the general access users see when they try to access the app?
