1. Is there a way to see users who are using a report through a link?

According to your description, here are some solutions to your question:
1.Use the Monitor usage metrics function in report to get information about who are used the report but cannot view the report who are using the report currently.
Steps: Workspace—>Report—>…—>View usage metrics report

2.Use the REST API(GetReportUsersAsAdmin) to view the access, creator, preference, email address of a report, but GetReportUsersAsAdmin is to get the list of people who have access to the report instead of who has viewed the report, here are some functions of the related APIs which may help you.
