Pinning to Dashboards - For Consumers or Creators?

I'm very new to Power BI and am trying to get a handle on Dashboards, specifically, who can pin new tiles to them?  In the Docs (Introduction to Dashboards), it says:

"Dashboards allow report consumers to create a single artifact of directed data that is personalized just for them."

but then in the documentation "Who can create a Dashboard?" it says that this is a creator feature, mainly using the "Pin" tool to add tiles to the Dashboard; consumers don't get access to the Pin tool.

Can an end-user (consumer), accessing the dashboard through an App/Portal, pin tiles and customize their own Dashboard?  Or do the report authors/power BI users (creators) create all of the Dashboards?

Hey @Kalmino ,

consumers are accessing content (reports and dashboards) via the Power BI App. Pinning a tile is not available from inside an app.
This means only creators can create a dashboard.
