a customer of ours is considering starting with Power BI Pro and migrate to Premium if the Proof of Conecpt phase turns out to be successful.
Two important questions about this:
1) Is it correct that the migration itself doesn't take that long, since the only thing you really have to do is to upgrade the workspaces?
2) If you publish Apps in a Pro Workspace and upgrade the Workspace afterwards to an Premium workpace which is connected to a capacity, will this change the ID of the app and therefor the URL or will ID and URL stay the same after the upgrade?

Not exactly correct. pro is a user-based license, while premium is a capacity-based license, you can refer to the following official documents to have an understanding of the premium capacity first.

Also, you can change the workspace to use the standard capacity if you don't want to change the url as well as the id. Otherwise the url and id will change as your workspace changes.
