Inviting Guest Users to your PowerBI App - Invitation Redemption Failed

I invited a guest user to our Azure Active Directory.

That user got the email to 'Get Started'.

They followed through on the links, but ended up with the following error:

Invitation redemption failed

How do I get users who are not members of my tenant (but are guests) access to my PowerBI reports?

Hi,

Please take following steps:

1)Invite external users to your Azure Active Directory.

2)The external users accept the invitation and become guests.

3)Publish your workspace as an app and share the report link with these guests.

4)The guests who have Pro license can view the report by this link.

Yes, this is the steps we are trying to follow, however we are only getting to Step #2 before the error occurs.
