How to build a security table with limited orgazational access

Hi all 
I am working in a big company and using Power BI to build reports 

I dont have access to Azuue , office 365 admin and power BI admin portal 

I build a couple of reports and I want to dicide access to them depending on a very long , grouped excel file that contains emails , groups and what each user have acess . 

The securoty levels are Row level securit , page level security and object level security . 

 

How could I use this security table inside my model?

Power BI Desktop natively supports RLS design.  For OLS you need to use Tabular Editor or similar.  There is no such thing as Page Level security. Create separate reports for separate audiences.
