Download this file option in Power BI Service

Hello,

When being at least contributor in a workspace, there is option "Download this file". If you use this option and create a new report from scratch and publish it in the existing workspace, does it duplicate the original dataset? 
What about data itself, is it still connected to original dataset ? 
I wonder how it reacts as I have a build permission with shared dataset that i want to create a new report. However, as RLS does not work with build permission, being at least contributor give you an option to create a new report with RLS. Basically, how to create a new report based on shared dataset with RLS and what are other options ? 
I apprecite your opinion on this matter.

When you publish the report and dataset are the name of the PBIX file, so if it is the same, you will overwrite it. If it is a different name, it will be a duplicate. A duplicate will not in any way be connected or linked to the original dataset, though it will use the same data sources. 

To enable RLS you have to have access to the source dataset. You cannot add RLS outside of it with the Build Permission feature. That just allows you to add new reports on top of that dataset, not add new RLS logic to the source data.
