Dataflow blocking

I've noticed when I do the initial load of a incremental refresh Dataflow (30+ minutes), it prevents all other scheduled Dataflows within the same Workspace/Capacity from going through.  They all seem to be waiting inline on the new Dataflow. 

 

Is this the expected functionality?  Is there a way to allow both those large initial refreshes to succeed AND my scheduled short Dataflow refreshes at the same time?  

 

The only "solution" I've found is to create a 2nd Workspace on a different Capacity and do the initial Dataflow load there.  It's not ideal, just a workaround.
