Can't share dataset outside of organisation

I can't share a dataset with a user, as shown in below screenshot. I am the creater/admin of the dataset, and have a pro license. I am unsure which license the user is using.

The dataset is also not in 'my workspace' but in an organisaiton one, if that makes a difference.

Hi @HW31 ,

 

I believe that the error message is helpful here - in your case, you are unable to share unless you have Premium capacity.  You should be able to share externally IF the person you are sharing with has a PRO licenses AND IF your admin has turned it on in the settings for Power BI.  This message could indicate that there is also a setting in Azure that needs to be modified to help with external sharing.  But, the admin has to have enabled "share content with external users" or the setup has to be correct.  This article might be helpful:
