I'm evaluating hosting PowerBI within an AWS environment and am wondering whether or not Azure Active Directory can be used in that context. The PowerBI server will be used for customer facing reports that require row level security and I want to manage those groups using AAD.

No the on-prem Report Server only supports on-prem AD by default. If you want to use AAD you should probably just use the cloud service for Power BI
To configure the integration of AWS into Azure AD, you add AWS from the gallery to your list of managed software as a service (SaaS) apps.
Sign in to the Azure portal by using either a work or school account, or a personal Microsoft account.
On the left pane, select the Azure AD service you want to work with.
Go to Enterprise Applications, and then select All Applications.
To add an application, select New application.
In the Add from the gallery section, type Amazon Web Services in the search box.
In the results list, select Amazon Web Services, and then add the app. In a few seconds, the app is added to your tenant.
Go to the Properties pane, and then copy the value that's displayed in the Object ID box.
