Programatically Enable/Disable Power Automate Button

Hi,
Is there a way to programatically enable or disable the Power Automate button?

I want to create a flow that exports data, but only when the dataset is filtered.  For example, if a user selects a row in a table (filters the dataset), then I want to enable the button so that the flow can be run on the selected row.

Alternatively, can we execute a flow using a standard Power BI button?
