show RAG status on actual Vs Target stacked line and column chart

I have a line and column chart which shows the actual metric against the target and shows the deficit amount of what they have not met. I want to show three different colour RAGs, and the column colors doesnt allow for a conditional formatting to be set.

I want it to look like this,

My visual currently looks like the one below. The target and variance threshold (amber) is shown on the line y-axis.

I need measures to set the colours i.e.

1. if metric value is less than variance threshold show red

2. if metric is equal to variance threshold or less than target show amber

3. if metric is equal to or greater than target show green
