I need complete count to be 147(complete + Approaching Expiry + Expired) How to do that

because you need to link the numbers to a specific value either complete or the expired.

then you need to create a new calculated column that specifies that if the status is Approaching Expiry or Expired then complete else to give the status and use it in the chart as a field.
New status = IF(TableName[Status] in {"Approaching Expiry","Expired"},"Complete",TableName[Status])

I tried that approach already but it is exluding Approaching Expiry and Expired status. I need all statuses to be displayed.

it's either you need them to show and their values would show with them as in you main screenshot, or you want their values to show with the completed but they won't show, you can't have both.
