is it possible to connect from Power Bi Desktop to Oracle DB hosted on Azure VMs through default Oracle DB connectors ?

If your device can access oracle instance, it is possible use it as a normal oracle datasource. Otherwise, you need to setting a VPN/Proxy to link that VM device.
PBI Desktop connect to Azure via Proxy
BTW, if you use second way, after you publish this report to power bi service, you also need to setting the proxy on your data gateway.
