categorical data assignments for multiple scenarios

Hi, I'm new to the forum, but have been using Power BI for a bit. I'm wondering if Power BI can be used to output different scenarios based on categorical data.

Here's the situation: We reorder our 12 managers every year and try to make the number of assignments equitable. The managers are assigned multiple territories and project types. We'd like to make reassignments based on territory and project type for multiple scenarios. Any thoughts on the best approach?
