I am very new to Power BI and would like to get some help on my utilisation report.
I have the first column as the target hours for everybody and then their hours worked under each category.
I would like to have an extra column for variance between Target and Total. And also to transform this information to a Stacked bar/column chart with % information, anyone with an exact match of target and total will be 100% and then + variance might be 104% (for 176 vs 168), and -variance is 83% (for people have 140 vs 168).

First of, you can calculate the % for bar chart by creating the column:
% = 'Table'[Total]/'Table'[Target]
Format the above as a % to see number like 100%, 85%.
You can create positive and negative variance by using:
+ve Variance = IF('Table'[%]>100,'Table'[%],NULL)
-ve Variance = IF('Table'[%],100,'Table'[%]*-1,NULL)
