I have tried that. I uninstalled the software and even went to %programfiles%, %appdata%, Windows Registry, and %temp% to delete files related to Power BI, and then reinstalled. That doesn't solve the problem.
When I had this issue few years back, these are the steps I did and it worked.

based on your post, one has V3 and other place it mentioned as 2.xx. so, I dont know the reason, but can you try installing latest Power BI version and see if it fixes ...
