There are 2 values in left bar diagram and 3 in the right bar, how can you make one consistent

There are 2 values in left bar diagram and 3 in the right bar, how can you maintian consistency when among the two bars for one of its values base is common in both bars and changes equally when slicer is changed in power bi

 

There are 4 values as below: 

1) Base

2) Net

3) Early

4) Qualified

 

Base and Net go in one of the bars : A , 

Base, Early and Qualifed go in one of the bars B

 

Base is common in the both the bars and all values chage depending on the slicer (date). 

Lets say for slicer date (2022), Base is 150 millions (common in both the bars). But the bar hight is little higher in bar with 2 values ( base and Net) and base height is low in second bar ( since it has 3 values - Base, Early, Qualified). So, we see inconsistency in the height for Base in the bars as below. ( which is valid). But the challenge is : 

 

Is there a way irrespective of slicer chages (2022 0r 2023) the base height remains same in the both bars ? 
Note: The bar 1 and bar 2 are two different bars in same visual 

3161M in blue = Base 

930M in dark green = Early ( in both the bars)

1914m light green = Qualifed ( right bar)

Irrespective of the slicer or values the base values ( in both bars) should look consistent ).  Equal in size every time (even when slicer values are changed)
