Sorting of a matrix rows based on values for latest fiscal year

I have a matrix visual which has following values: Rows: Part Group , Column: Fiscal Year and Values: Failure Qty.

Users’ requirement is the matrix rows should be sorted based on latest year Failure Quantities from high to low.  I have tried various workaround like:

1. Introducing a rank value in the data and sorting the part groups based on the rank but the error which I am not able to resolve while using this workaround is of Circular dependency.
2. Creating a summarized table to pick only Part Groups , FY Year and Failure Qty and then ranking the part group but again it is giving me either all rank as 1 or circular dependency.
