Give this a try.
Customer Rank = CALCULATE ( RANKX ( ALL ( Sales[CustomerName] ), [Amount],, DESC ), ALLSELECTED ( Sales[StateName] ) )
It worked . Still there is an issue brother. Same customer with different state is showing in different rows.
