People/groups belong in Row Level Security for "All" removed without knowing how

I am trying to get a better understanding about scenario.

My manager told me that all People or groups that belong to Row-Level Security for "All" got removed without knowing how.

We are not able to find what triggered/how it happened.

The removal did not happen to any other filtered security levels, but only happened for "All".

Does it happen when we re-publish the report by chance?

In what occasion, something like this would happen?

People or groups in Row-Level Security can be deleted or added here.

You can try republishing the report to see if RLS is working properly.

We are trying to determine if there is any correlation between re-publishing and getting RLS deleted at "All" level (not how we could delete) without intension.

Or I am trying to see if any of this type of incidents happened to any other people.
