(1) My test data is the same as yours.
(2) We can create calculated columns.
Overall Total % 1 = IF([Area]="South West" && [ProjectName]="St Leonards",[Overall Total %],BLANK())
Overall Total %2 = iF([Area]="South West" && [ProjectName]="Tom Jones",[Overall Total %],BLANK())
