Look up value based on (1) value between a range and (2) matching string

I'm trying to build a report that calculates sales commission based on seeveral tables. 
In my Report Matrix visual I have already gotten aggregate sales data from each salesperson, their respective branch and commission tier based on their branch. However, I can't figure out how to lookup the commission rate from the Commission Rate Table.

I have tried the following DAXes but it seems like the Filter function doesn't like Tier column having string values. Can anyone help me on this?
