My chart displays data as follows:
The line chart which is ratio displays by YEar and not by month.
Can someone please help?

Sorry,but I'm not very clear about your requirement...Maybe you want to use a hierarchy on the X-axis?
In addition,I noted that the value in Month of "September" is misspelled in your data sample.
After corrected it, you could use the following formula to create a new column and then set the data type as "Date",then format it as "Month year(mmmm,yyyy)". So that you could use this column as X-axis and use a date hierarchy like this:

According to my understanding, you want to use both year and month as X-axis, right?
For my test, you can add a new column to bound year and month using the following formula:
year-month = 'Line and Clusted'[Year]&"-"&'Line and Clusted'[Month]
My visualizations look like this:

When I correct that, my line column shows Yearly ratio and notYearly and Monthly.
I want the line to be displayed by Year and Month
