Last 3 months condition to aggregate

Hi, I have a dataset that list a series of phone numbers containing costs per month and forwarded calls (among other fields/columns).

I'm trying to come up with a measure that aggregates values in cost column for any given phone number that has had < 6 forwarded calls in any given month (or row), during the last 3 months.

Any ideas of how this can be achieved?

Below I've included some additional details. The point of the measure is to flag accounts with low volume of calls that can potentially be cancelled, and costs cut-off resulting in savings.

The second T/F table is just to help visualise better the steps that the measure would step through in arriving at the correct figures.

The idea is to put the measure in a matrix table that only reports on these phone/account numbers and ignores the rest - providing a total at the bottom with the potential cost savings.
