Is there a way to apply two reference layer in ARCGIS map using Power BI ?

Hi Everyone,
I am working on a project which requires to develop a map with two reference layer data to be plotted on it.
I am trying to use ARCGIS map but I couldn't add two reference layer. Is there any other maps that can help add two dataset on the same graph to distinguish each other ?
Looking for any alternate solutions or possible solutions using ARCGIS map.
