How to turn off automatic sign in into Power BI Service in Power BI Desktop

Hey everyone!

When launching Power BI Desktop in our corporate environment, it automatically tries to login to a Power BI cloud service.
Users currently do not have any licenses assigned to them and trial sign up and purchases are disabled org-wide.

This results in two things users are experiencing just after launching Power BI Desktop:

• it opens sign up web page in defaut browser
• it shows sign in dialog inside Power BI Desktop

I have attached screenshots below.

How can we disable automatic sign-in for our users and avoid this unnecessary pop ups?

We have tried setting the following registry, but it did not have any effect

Key: HKEY_CURRENT_USER\SOFTWARE\Microsoft\Microsoft Power BI Desktop
Value Name: ShowLeadGenDialog
Value: 0 (DWORD)

P.S. also tried the following registry key with no effect 

HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Microsoft Power BI Desktop
