This is a TWO part question:
1) I'm trying to get the image on the left to be like the image on the right - where each segment in the column is truly stacked AND SORTED by measure specific to each column (in this case candidate).
2) Also just to accomplish the image on the left I used the sort by column function in Power BI as required but I had to create a new aggregate table for this as there were multiple records with the votes for each county. See 2nd image below. Is this really the best way to accomplish this sort?
I can attach the Desktop workbook but I still haven't figured out how to do that.

You can use a ribbon chart to see the sort in opposite order (biggest at top). If needed, you can set transparency of the ribbon to 100 to hide them.
