Hide bookmark image until filters are applied

I have a .pbix I'm publishing to our on-prem server that has a couple million rows in its data set. I'd like to provide a simple point map -- possibly as part of a bookmark -- to show prospects at their city/state locations, but I don't want end users going to a map before they've filtered down to the 3,500 point limit for the map. Is there some way to conditionally hide the image that links to my map bookmark until the appropriate filtering has been done?
