Heatmaps in PowerBI

Hi there I feel I may the know the answer to this but thought I should ask anyway....I have created a matrix which I want to show as a heatmap for a risk report and want to show this as a heatmap based on a matrix.  The problem I am having is that the colour of the cells is denoted by the row and column rather than the value in the cells.

 

So it would look something like this....

However everything I have looked into suggests that it could not be done.  Is that truly the case?

It should be possible - you need to create a measure for formatting the colour of the cells (maybe something like impact value + likelihood value) and then use the format cells > background colour > fx and then format based on that measure, rather than the matrix value.
