Filter Year between two date fields

I have two date fields in database say Start_date and End_Date. I need to set two filters say 'Year' and "Month' in the dashboard. 

Suppose the Start_date is 12.05.2014 and End_date is 30.07.2018 and there is a record in database for this item. If Year in the dashboard is filtered for 2017, since the Year 2017 is between the Start_date (12.05.2014) and End_date (30.07.2018) this record has to be fetched. 

Is there any solution for this scenario? Kindly note that I am doing this in Direct Query.
