I have a page with a filter on a field called 'Projects'.
When 'Projects' is (Blank), I would like to have all fields on the page to be (Blank)/Empty/Null..... meaning, showing no result.
Any help on that would be appreciated

You need to create a new measure to determine if it is selected.
Measure1 = CALCULATE ( IF ( ISFILTERED ( 'Table'[Projects] ), 1, 0 ), ALLSELECTED ( 'Table' ) )
Then get your result.

I'm not sure where to insert the measure?
E.g. - I have a matrix on the page - tried to apply the new measure as filter on the 'matrix' visual. But I cannot change the value in 'Show items when the value' to "is not".

Just insert this measure to the visual's filter. You don't need to insert it to the visual.
