Is there a way to trigger a Power BI Dataset refresh, in a different tenant, from an Azure Data Factory using an XMLA Endpoint? Is there any other options?

You can try to use power automate to control the power bi dataset refresh:

@magicianer , I doubt you can do that as an external user . Other options are using power bi cmdlets.
Or you can control it from SQL server management studio
