Guys, I have a table like that and the only thing i need is to make a chart when the time will be showed as avarege of each ID like we do in e.xcel

You can try this Measure, just make sure you format the to "HH:mm:ss" as highlighted below.
CONVERT() is a new function introduced in sep - 2019 release.
Measure = CONVERT( AVERAGE( 'Table'[TIME] ), DATETIME )
Or try the below, however, the FORMAT() function will return text instead.
Measure 2 = FORMAT( AVERAGE( 'Table'[TIME] ), "HH:mm:ss" )
