How Could I do a measure that sums the average of the "Stops" per Equipment and also per "Start Time and End Time"?
The only way I could do it is by averging the "stops" per equipment in a calculated column and then summing the column, but this apporache doesn't make it filter by Start Time.
I mean Sum (Average of A Stops + Average of B Stops + .....)

Not really sure if your data is correct since I'm seeing values of end time until 2030 but in the format of dates they seem different also.
If you use a simple measure like AVERAGE you can then make the sum of those values with this two measures:
Average =
AVERAGE('Table'[Stops])
Total = SUMX(VALUES('Table'[Equipment]);[Average])
