100% stack column chart with categorical counts over time

I need help creating a 100% stack column chart.  I created a measure to do a cumulative count on the categories that I am trying to graph:

 

RT Status count =
    CALCULATE(
        COUNT(Submittals[Created On]),
        FILTER(
            ALLEXCEPT(Submittals, Submittals[Status]),
            Submittals[Created On] <= MAX(Submittals[Created On])))
 
the matrix that this makes is:

and gives the 100% stack graph of:

Is there a way to create the graph so that the previous month counts carry over?  I guess I am needing the graph to be more representing this matrix table (which I made cut and pasting to explain my point):

New issue with the new year.  When I adjust the running status count to include the current month with this measure:

 

Running Status count = CALCULATE([Count],DATESYTD('Calendar'[Date], "31/1"))
 
The visual just copies over the December 2023 data onto the new month and the January 2024 data is not exhibited in the matrix.
