I am not sure how your expected visualization looks like, but please try something like below, if you are creating a table visualization.

IF (
MAX ( 'Customer'[Country] ) IN { "Netherlands", "France", "Austria" },

)

That worked, thanks! I want to use the measure to split sales by region instead of by country.
