Is it allowed by the terms of use to login simultaneously by different IPs in a single power BI Pro account shared between multiple users? Those users need just to view the reports but they don't want to publish online for security reason.

Actually, it is a license & legal issue rather than a technical problem, it against the license to share the license among multiple people.
You can consider sharing the pbix file via Onedrive or some other method, then people can access this file and open it with PowerBI Desktop.

@nagaraj007 A Pro license is assigned to 1 user. It would be against the licensing terms to try to use a single Pro license and share it with many people.
