sub total gives no results

Hi,

a strange problem

I have the next results in a matrix. 

The measures for "Costs" and "Cost Out" are not straight forward measures, but comes from a lot of tables where departements are not the same etc

1. I cant make a subtotal for Cost OUT. (sumx over the table "Departement" doesn't work!!!)
2. "Cost IN" needs a measure of % x Cost OUT (total)
3. "Cost IN" needs also a subtotal

i need something like this
