I have a PBI power user who has been publishing reports to PBI services for couple of years. He is the admin for multiple workspaces. Recently when he tried to publsih the report to the PBI service, there is only one workspace available for him to publish, but in Power BI services, he has many workspaces available. We checked his permission in these workspaces, and he is still the admin for them. He was also able to upload the pbix file from PBI workspace directly.
It is very strange behavior, and I'm not sure what else we can try to solve the issue. Please help!

Could you please check the following things?
1. Please check that the same account is used to sign in Power BI Desktop and Power BI Service.
2. Try to create another new workspace, and republish to the new workspace.
3. Check if she are able to use “get data” – “local file” – “upload pbix” to publish the report into the workspace.
4. Please check which data source does the report get data from. If it's connecting to Power BI dataset, you can only publish that report to the same Power BI service workspace that contains the dataset being used.
