To upload Power BI reports to Report Server, you need to download and install Power BI Desktop optimized for Power BI Report Server. This is a different release from the Power BI Desktop that is used with the Power BI service. Currently, the November release you mentioned is used with Power BI service. To download latest desktop version used for report server, please click here https://www.microsoft.com/en-us/download/details.aspx?id=55330 Be aware that the version of desktop you installed must be matched with report server version.
